Energy Efficiency and Conservation Block Grant. 1) Award a sub grant to Joint Powers Authority to develop a greenhouse gas reduction plan, 2) use an internal task force and consultant to develop an energy efficiency program for the city, 3) establish a loan program for property owners to finance energy conservation projects through their property taxes, 4) upgrade heating, ventilation and air conditioning (HVAC) controls and computer software at City Hall, 5) retrofit interior and exterior lights at City Hall, Senior Center, Library and Firestations #6, #48 and #65, 6) install energy efficient lighting at Shadow Mountain Park ball fields, 7) install solar film on windows at City Hall, 8) acquire and install fleet management software to make city crews more energy efficient, and 9) install bike racks at city buildings and parks.
