DOE proposes to adopt procedures for consumer products, commercial and industrial equipment that manufacturers of covered equipment must use (1) as the basis for certifying to DOE that their equipment complies with the applicable energy conservation standards adopted under Energy Policy and Conservation Act (ECPA), as amended; and (2) for making representations about the efficiency of those products.
