Energy Efficiency and Conservation Block Grant Program. 1) Conduct energy efficiency retrofits to the Police Station which includes building lighting improvements, retrofits to boilers, and heating, ventilating, and air conditioning systems; 2) use grant funds to offset additional cost of purchasing low-emitting/energy efficient vehicles for the city fleet; 3) complete and implement a bike plan including installation of bike racks, etc.; 4) collaborate with local school and park districts to establish and jointly fund a staff position to serve the city ?Sustainability Coordinator?; 5) purchase a small number of in-car devices for fuel?efficiency tracking for city vehicles; 6) replace existing lighting with more energy efficient fixtures in the Wesley Garage, a municipal parking structure; 7) using consulting services to support implementation of the EECS; 8) establish an energy efficiency upgrades grant program for the downtown business district; 9) purchase 10 kilowatt power use testing devices for loan to residents and purchase instructional and information materials; 10) establish a lawn mower voucher program to encourage residents to switch from gasoline-powered lawnmowers to electric, battery-powered or manual lawnmowers; and 11) implement a free to the resident home energy audit program with audits to be conducted by a city engineer and establish a rebate program for residents who make energy efficiency improvements.
