The City of Jacksonville is proposing to use Energy Efficiency and Conservation Block Grant (EECBG) American Recovery and Reinvestment Act (ARRA) funding to institute Activity #7, Community Energy Efficiency Incentives Program, which will feature two components: (I) Community Energy Efficiency Grants, and (II) Community Energy Efficiency Incentive Programs. A National Environmental Policy Act (NEPA) determination was made in April and signed by the Contracting Officer that Part II of this activity (Community Energy Efficiency Programs) is cleared (Cx'd [categorically excluded]) from further NEPA review. Part I was held with NEPA conditions pending: (1 ) further submission by Recipient specifically identifying all specific activities authorized under this program; and (2) a final NEPA determination from the Department of Energy regarding those activities.
