Energy Efficiency and Conservation Block Grant Program. LED (light-emitting diode) Bulb Streetlight Replacement Program: Chelsea will replace the light bulbs in 60 street lights on nine different streets with energy efficient LED bulbs. This project will reduce electricity costs at these lights by 60 percent and reduce maintenance costs by 70 percent due to the longer life of the bulbs and corresponding reduced need to change them.
