This Energy Efficiency and Conservation Block Grant will be used to 1) retain a technical consultant service; and 2) task the consultant with the development of an Energy Efficiency and Conservation Strategy for the City. Pursuant to Eligible Activities 1 and 2, the City of Ormond Beach will use the grant to fund the development of a strategy for energy efficiency and conservation, and to fund implementation of that strategy. The strategy will include the formation of energy efficiency, energy conservation and usage goals; identification of strategies to achieve those goals through efforts to increase energy efficiency, reduce fossil fuel emissions and reduce overall energy consumption through investments in appropriate technologies and by encouraging behavioral changes. The strategy will also include methods to measure progress in achieving the goals set forth.
