Energy Efficiency and Conservation Block Grant Program: 1) Technical consultant to develop an energy efficiency and conservation plan, 2) coordinator to administer the energy efficiency and conservation strategy grant program, 3) consultant to create a Sustainability Strategic Plan, 4) consultant to develop and implement a marketing program for water conservation, 5) develop and implement an urban forest strategy, 6) implement an energy monitoring system in 13 municipal buildings, 7) develop a bicycle and pedestrian system master plan, 8) replace streetlights with light-emitting diode lights, and 9) develop and implement a high visibility solar (solar panels for air conditioning system and vehicle charging station at 0.9 kilowatts (kW) and solar panels for a total of 11.9 kW) or wind project (T200 wind turbines at 2.25 kW; two V100 wind turbines for electric vehicle charging station and solar air conditioning system at 0.5 kW)
