Energy Efficiency and Conservation Block Grant Program. 1) Develop energy efficiency and conservation strategy and conduct engineering studies for energy efficiency, 2) replace pumps and/or motors at the Water Treatment Plant (WTP), 3) install wind turbines (up to six 1 kilowatt) at the WTP, and 4) replace two boilers at the WTP.
