Energy Efficiency and Conservation Block Grant Program. The Havasupai Indian Tribe of Arkansas proposes to purchase an insulation blower and insulation and transport the equipment to the tribe?s village. The tribe also proposes to insulate the attics of several tribal-owned homes using the equipment purchased.
