Energy Efficiency and Conservation Block Grant Program. The Muscogee (Creek) Nation (MCN) of Oklahoma proposes to 1) develop a comprehensive Energy Efficiency and Conservation Strategy (EECS), 2) utilize technical consultant services to develop and analyze the comprehensive EECS, 3) conduct energy audits on residential and commercial buildings, 4) conduct energy efficiency retrofits on single- and multi-family housing units throughout the area to include?installing (and disposing of same) insulation; appliances; heating, ventilating, and air conditioning units; doors, windows, caulking, and other materials that provide energy efficiency benefits; 5) construct a recycling depot/transfer station warehouse on or near the MCN Headquarters office campus which would include purchasing collection bins, purchasing a lift van to collect materials, purchasing large storage bins for the warehouse, procuring miscellaneous office materials, generating educational materials to inform tribal staff of the new recycling program, procuring miscellaneous handling materials (e.g., gloves), and hiring a recycling technician; 6) purchase a compact mobile geothermal well rig, transport trailer, and haul truck for the MCN; and 7) installation of an approximately 75-ton, closed-loop, vertical geothermal system at the College of the Muscogee Nation Building #1 (which includes drilling approximately 42 boreholes to approximately 400 feet).
