Energy Efficiency and Conservation Block Grant Program. 1) Develop an energy efficiency and conservation strategy/feasibility study for evaluating and recommending energy efficiency improvements of the New City Hall facility, 2) conduct energy efficiency retrofits at 12 city facilities?retrofits include heating, ventilating, and air conditioning (HVAC) controls system upgrade; replacement of hot water boilers; replacement of an air-cooled chiller; replacement of split-system HVAC units including the indoor air handling units and outdoor condensing units; and replacement of natural gas fired heaters with natural gas fired radiant heaters.
