Energy Efficiency and Conservation Block Grant Program. 1) Hire consultant to develop a long range sustainability plan, 2) retrofit the HVAC (Heating, Ventilating, and Air Conditioning) system at City Hall, 3) replace the roof at City Hall and portions of the roof at Margaret Carpenter Recreation Center with a white membrane roof and install a solar photovoltaic system at City Hall, 4) install a solar photovoltaic system at Fairgrounds on Margaret Carpenter Recreation Center.
