Energy Efficiency and Conservation Block Grant Program. The Big Lagoon Rancheria of California proposes to 1) complete an energy audit of Hotel Arcata's electrical and mechanical systems including hiring technical consultants to assist in performing the audit and 2) conduct building retrofits on the Hotel Arcata which would include insulating the hot water distribution piping of the hotel (roof, basement, steam piping, etc.) and replacing electric water heaters with a high efficiency heat pump water heater.
