Northampton County in Pennsylvania proposes to use Energy Efficiency and Conservation Block Grant funds to replace roofing material as well as integrated gutters, soffit, and cornice system. They will replace the rubber and asphalt current system with a Polyvinyl chloride membrane system aimed at being a cool roof alternative.
