Energy Efficiency and Conservation Block Grant Program. 1) Provide rebates for energy efficient products installed in homes, 2) revolving loan fund for businesses that initiate energy saving projects, 3) purchase and deployment of a fuel cell uninterrupted power supply for the emergency operations center, 4) energy efficient upgrades at three community centers, 5) install energy efficient systems at the new City Market, and 6) recycling pilot project which includes public education, training, and curbside pilot projects including the use of public recycling bins.
