Energy Efficiency and Conservation Block Grant Program. 1) Develop strategy (completed), 2) develop loan program for energy performance audits, 3) conduct home energy performance audit classes, 4) develop energy and water retrofit standards (green packages), 5) upgrade street lights to more efficient fixtures, 6) retrofit city buildings with energy monitoring and control systems, 7) develop financial incentive program for property and business owners to assist in implementing energy efficiency upgrades, and 8) host the California Youth Energy Services Program to train and employ youth (ages 15-22) to conduct audits and retrofits for local residents.
