The following project activities are bounded by the City's signed Statement of Work (SOW) and are therefore categorically excluded under the National Environmental Policy Act (NEPA): street light upgrades, City Hall building retrofit, Carnahan Courts building retrofit, and compact fluorescent light distribution. The following activities are not included in the signed SOW, but are categorically excluded from further NEPA review: greenhouse gas inventory - technical consulting services, and innovative finance techniques identification - technical consulting services, auditing (energy efficiency audits on six city-owned buildings within the 12-block Civic Center Area).
