Energy Efficiency and Conservation Block Grant for: 1) Establish a local energy and sustainability office, 2) installation of eighty BigBelly Waste and Recycling Systems (solar-powered compacting waste management system) in the City of Albany to reduce fuel consumed and man-hours utilized associated with collecting public waste, and 3) administer a Property Assessed Clean Energy (PACE) revolving loan fund program that will allow city property owners to finance energy efficiency projects immediately with the benefits of saving money through reduced energy consumption and reduce the release of greenhouse gas emissions
