Energy Efficiency and Conservation Block Grant for: Hiring consultant/s to assist the City of Holyoke in developing the Energy Efficiency and Conservation Strategy (EECS). The City will utilize funding to conduct the following in order of highest priority identification from the EECS: energy retrofits based on completed energy audits, implementation of conservation measures, and/or new energy audits and any City facility. The anticipated retrofit activities are covered under a separate National Environmental Policy Act determination.
