Energy Efficiency and Conservation Block Grant for: Replace 10 Heating Ventilation and Air Conditioning (HVAC) roof top units at city hall (payback estimated at 6.93 years)- preparation of a bid package ($14,500), competitive solicitation for a contractor ($n/a), and construction ($158,000). All funds will be applied to contractor personnel (retaining existing jobs). This work will also rezone each unit to catch up with many interior renovations, which have taken place over the years. We anticipate this item of work to be completed within approximately 6 months. In addition to this work, the remaining funds from this grant will go toward continuing the replacement of many lights and/or fixtures and/or occupancy sensors. All work and funds will be spent on direct material purchase and in-house labor, utilizing our maintenance crew for the actual work. While the energy audit a net overall 6.74 year payback, some of the recommended lighting work will not be not be performed due to functional inadequacies relative to building occupants. These have been identified from past efforts to try them with other occupants. More work is still required to determine the true estimated payback for this endeavor. This will come out during the design preparation for the HVAC units. We anticipate this work to be ongoing throughout the entire period of this grant, which expires in Jan 2011. If necessary, a separate activity worksheet will be prepared for the lighting once we have an actual cost for the HVAC replacement project and therefore an cost estimate for the lighting upgrades.
