Energy Efficiency and Conservation Block Grant fund. The following activities are included in the City of Lincoln's signed Statement of Work (SOW) and are therefore categorically excluded from National Environmental Policy Act (NEPA): municipal energy efficient upgrades, traffic signal and street lighting upgrades, residential energy efficiency upgrades, residential energy audits, residential energy efficiency revolving loan fund, commercial energy efficiency upgrades, energy efficiency education, nonprofit energy efficiency infrastructure upgrades, energy efficiency job training and creation, and building and safety training and codes improvement.
