Fairfax County will use Energy Efficiency and Conservation Block Grant (EECBG) funds Activity # 18 Energy Conservation Education and Residential Energy Efficiency Audits and Rebates, which include the following activities: EECBG funds will be used for rebates to a limited number of homeowners for the purposes of reimbursing the homeowner up to $385 for the cost of a residential building energy audit, including the cost of hiring technical consultants to conduct such audits, provided that the homeowner (1) has undertaken eligible energy improvements recommended by the auditor(s) as a result of that audit, as defined by (a) and (b); and (2) can demonstrate that he or she has incurred costs equal to or greater than $385 for such improvements. For the purposes of this program, eligible energy improvements are limited to: (a) performing energy efficiency retrofits that are limited to: installation of insulation; installation of efficient lighting; heating, venting, and air conditioning (HVAC) and associated controls and high-efficiency shower/faucet upgrades; weather sealing; the purchase and installation of ENERGY STAR appliances; installation of solar powered appliances with improved efficiency; and replacement of windows and doors; and (b) developing and implementing energy efficiency and conservation programs for buildings that are limited to: design and operation of the programs; identifying and implementing the most effective methods for achieving the maximum participation and efficiency rates; measurement and verification protocols; and identification of energy efficient technologies.
