Western Area Power Administration proposes to replace the standby generator at the Horse Heaven Communication Site located in Natrona County, Wyoming. The generator is a critical portion of the Horse Heaven Communication Site in that it supplies power to the communications equipment in the event that the primary power source is compromised.
