Energy Efficiency and Conservation Block Grant Program. The Confederated Tribes of the Umatilla Reservation (CTUIR) proposes to improve, modify and refurbish an existing tribal industrial park building to house the necessary and additional equipment and supplies to allow the expansion of an existing biodiesel production effort for increased and year round activity.
