Western Area Power Administration proposes to replace a total of three 230-kilovolt circuit breakers (SCE 382,582, and 586) at its Spence Substation, located in Natrona County, Wyoming. The breakers have reached their useful service life at the Substation. Western Area Power Administration proposes to replace the units, associated support stands and concrete foundations, and install new foundations and equipment. Due to the total number of breakers being replaced, work will be conducted in phases to ensure that no more than one unit is off-line at any one time. All activities will be confined within the substations footprint inside the fenced yard. No work is being proposed outside of the substation footprint to complete this project.
