The U.S. Department of Energy (DOE) is proposing to provide funding to the Regents of the University of California to develop a new layered control framework termed Phasor-Based Control (PBC) for managing extremely high (> 100%) penetrations of solar generation and other variable energy resources.

The proposed project activities would include theoretical, analytic, and software development work involving algorithm design, modeling and simulations, as well as the interconnection and testing of electrical controller hardware and software. Efforts would be directed towards conducting real-time software-only simulations, real-time testing of the performance of actual physical devices (that include generation, storage and loads) in the control loop, and disseminating simulation results.
