The U.S. Department of Energy (DOE) is proposing to provide funding to the U.S. Drug Enforcement Administration (DEA) in support of the proposed El Paso Intelligence Center ground-mounted solar photovoltaic (PV) project. The proposed project would install ground-mounted solar PV totaling approximately 788 kilowatts (kW) at the DEA’s El Paso Intelligence Center (EPIC) located on the Fort Bliss Army base, in El Paso, Texas. This project was selected by DOE under the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) Funding Opportunity Announcement (DE-FOA-0001297).
The proposed project has not been defined to the extent that DOE can complete a final NEPA determination at this time. This conditional NEPA determination applies solely to preliminary design and project planning activities as outlined in Tasks 1-4 of the Statement of Project Objectives (SOPO). Completion of these tasks is required in order to define the project to a degree that DOE can complete a final NEPA determination.
