Summary
The Scotts Valley Band of Pomo Indians in Lakeport, California, will establish a Tribal Multi-County Weatherization Energy Program to provide training, outreach, and education on energy assistance and conservation to low-income families. The tribe's mission, under its Strategic Energy Plan of 2008, is to promote tribal efficiency, reduce energy costs, create jobs and economic opportunities, and incorporate energy planning in construction and economic development. The goal of the proposed project is to train and certify tribal members to provide tribal homes and buildings with weatherization services for energy efficiency.
Project Description
Background
The Scotts Valley Housing Authority has been in existence since 1995. The tribe receives Native American Housing Assistance and Self-Determination Act (NAHASDA) funds from the Department of Housing and Urban Development (HUD). The program provides emergency repairs, minimum weatherization assistance, and transitional housing through the purchase rental units; debt counseling and workshops on home loans, maintenance, and home safety; and rental assistance to home ownership. Partner tribes have similar housing departments under NAHASDA regulations and follow similar income eligibility guidelines for housing assistance outlined in their individual housing plans. However, many tribal members are ineligible to receive tribal housing assistance; consequently, they must pay all or part of their maintenance or weatherization needs.
Project Objectives
Scotts Valley will partner with 10 other tribes in Lake and Mendocino counties. Once the program is established, the tribes will be able to:
- Select and send their tribal members to attend basic weatherization training, become eligible for on-the-job apprenticeship program, and become certified technicians
- Seek services of certified technicians to provide weatherization services to tribal homeowners and tribal buildings
- Receive application process services from a nonprofit organization for low-income tribal families to access energy bill payment and weatherization assistance
- Assist tribal members to become self-reliant through entrepreneurships in weatherization.
The goal of this project is to create jobs and to provide tribal homes and buildings with weatherization assistance for energy efficiency.

The Scotts Valley Band of Pomo Indians is located Lake County in the city of Lakeport, California. This Tribal Multi-County Weatherization Energy Program will provide training, outreach, and education on energy assistance and conservation to tribal low-incomes families Lake and Mendocino counties.

The project was competitively selected under the Tribal Energy Program's fiscal year 2009 funding opportunity announcement, "First Steps Toward Tribal Weatherization — Human Capacity Development," and started in January 2010.
