On May 12, 2009, the State of Tennessee filed an application with DOE to use some of its SEP funds appropriated under the ARRA to establish the Volunteer State Solar Initiative. This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et seq.), which requires federal agencies to evaluate the potential impacts of their proposed actions.
The frontier Project consists of the design, construction and operation of a biorefinery producing ethanol and other co-products from cellulosic materials utilizing a proprietary pretreatment and fermentation process. The Department of Energy has determined that the proposed action is not a major federal action that would significantly affect the quality of the human environment within the meaning of the National Environmental Policy Act of 1969.
This Environmental Assessment (EA) has been prepared by the U.S. Department of Energy (DOE) in compliance with the National Environmental Policy Act of 1969 (NEPA), 42 USC 4321 et seq., to evaluate the potential environmental consequences associated with the DOE proposal to relocate and consolidate DOE Office of Science (DOE SC) Advanced Scientific Computing Research (ASCR) - funded Lawrence Berkeley National Laboratory (LBNL) programs with other University of California (UC or University) LBNL/UC Berkeley programs focusing on computational and computer science research in a new facility on the LBNL site.
The proposed action evaluated by the U.S. Department of Energy (DOE) in this environmental assessment (EA) is to issue a loan guarantee in the amount of $245 million to Red River Environmental Products, LLC (RREP) to support construction and start-up of an Activated Carbon (AC) manufacturing facility in Red River Parish, Louisiana. The Department of Energy has determined that the proposed action is not a major federal action that would significantly affect the quality of the human environment within the meaning of the National Environmental Policy Act of 1969.
