On May 12, 2009, the State of Tennessee filed an application with DOE to use some of its SEP funds appropriated under the ARRA to establish the Volunteer State Solar Initiative. This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et seq.), which requires federal agencies to evaluate the potential impacts of their proposed actions.

The Baldwin Wind Energy Center (Project or Proposed Action) is a wind generation facility proposed by Baldwin Wind, LLC (Baldwin Wind), a subsidiary of NextEra Energy Resources, LLC (NextEra Energy). The proposed Project would produce up to 50 megawatts (MW) of electricity, averaged annually.
The proposed action would design, construct, operate, and maintain a wind generator farm and its associated distribution infrastructure on Pantex Federal property or leased land using federal funding.
