This EIS was to evaluate the environmental impacts of a proposal to provide financial assistance for the construction and operation of a project proposed by American Electric Power Service Corporation (AEP). DOE selected this project for an award of financial assistance through a competitive process under the Clean Coal Power Initiative (CCPI) Program. AEP's Mountaineer Commercial Scale Carbon Capture and Storage Project (Mountaineer CCS II Project) would construct a commercial scale carbon dioxide (C02) capture and storage (CCS) system at AEP's existing Mountaineer Power Plant and other AEP owned properties located near New Haven, West Virginia. The cooperative agreement was terminated at the end of phase 1, and the Office of Fossil Energy cancelled this EIS.
