The U.S. Department of Energy (DOE) is proposing to provide federal funding to the South central Partnership for Energy Efficiency as a Resource (SPEER) to compile and analyze data to develop a comparison of 2015 residential construction data and 2018 residential construction data to reflect the changes in building practice and the effect of more stringent code adoption on the building industry in Texas. SPEER would develop a methodology to study product selection, energy code compliance-path prevalence, and the energy consumption differential between actual and modeled codes. All project activities would consist exclusively of intellectual, academic, or analytical activities such as information gathering, data analysis, and data dissemination.
