The U.S. Department of Energy (DOE) is proposing to provide federal funding to the Window Coverings Manufacturing Association (WCMA) for the development of a Fenestration Attachment Rating and Certification Program (tentatively called FARCP). The WCMA by-laws will be amended to establish a FARCP under its existing business structure. FARCP will ensure the program delivers unbiased, credible, comparable, relevant, and cost-effective fenestration attachment energy rating and certification procedures for both the residential and commercial sectors.
The FARCP would deliver a consistent set of energy performance-based rating and certification standards and procedures for residential and commercial fenestration attachments, in collaboration with stakeholders. The FARCP would include implementation of rating, certification, labeling, and performance verification procedures for residential and commercial fenestration attachment products. These tasks would be completed solely through the use of computer modeling and website/ database design.
