Bonneville Power Administration (BPA) proposes to connect BPA's 230-kilovolt (kV) Grand Coulee-Bell No. 5 transmission line to Avista Corporation's (Avista's) new 230-kV Blue Bird Substation. BPA would also install communications equipment within the control houses at BPA's Bell Substation and Grand Coulee Switchyard and would update SERR-SCADA software at Dittmer and Munro Control Centers.
