Energy Efficiency and Conservation Block Grant Program. 1) Conduct residential and commercial buildings energy audits; 2) energy efficiency retrofits to the COL Ballroom (replace windows) and Capital Theatre [replace Heating, Ventilation, and Air Conditioning (HVAC) unit]; 3) energy efficiency retrofits to River Center and Adler Theater (installation of motors and variable speed drives on HVAC system and replace lighting and lighting controls); 4) energy efficiency retrofits to replace lighting fixtures at fire stations; 5) energy efficiency retrofits at the Putnam Complex which includes replacing 75-ton chillers with a high-efficiency chillers, replacing compressor in 80-ton chiller, installing ceiling fans in IMAX lobby, and installing variable speed drives on the supply and return fans; 6) energy efficiency retrofits at parking garages (lighting upgrades); 7) installation of light-emitting diode parking lot lighting and 51-ton closed-loop geothermal system at the new Davenport Public Library (6000 Eastern Avenue, Davenport, Iowa).
