Energy Efficiency and Conservation Block Grant Program. Lighting retrofits/heating, ventilating, and air conditioning (HVAC)/control project will initiate eligible energy efficiency activities that will result in substantial reduction in energy use and cost, deliver immediate sustainable reductions in carbon dioxide emissions while reducing maintenance costs and reliability.
