The Federal Energy Management Program (FEMP) helps federal agencies meet energy, water, and greenhouse gas emissions related goals. 

How do we accomplish this? Now in its 50th year, FEMP has decades of experience helping its stakeholders meet energy-related goals by identifying affordable solutions, facilitating public-private partnerships, and providing energy leadership to the country through government best practices. 

With more than 350,000 energy-utilizing buildings and 600,000 vehicles, the federal government is the nation’s largest energy consumer. Energy used in U.S. government buildings and facilities represents about 40% of the total site-delivered energy use of the federal government, with vehicle and equipment energy use accounting for 60%. 

Mandated by law, we focus on key services that help agencies meet energy- and water-reduction requirements and goals. 

These services include: 

Issuing Legislative and Executive Guidance 

  • We provide guidance, reference materials, and resource links to help agencies comply with federal laws and requirements. Additionally, FEMP and the U.S. Department of Energy publish notices and rules related to federal energy management. 

Facilitating Technology Integration 

  • We help agencies integrate mission assurance with optimized and cost-effective facility and fleet operations. The annual training event fosters collaboration and highlights agency best practices. Energy Exchange training event fosters collaboration and highlights agency best practices. 

Leveraging Funding Sources 

  • We leverage private sector financing with no up-front capital costs and support federal projects with technical and procurement expertise. We also provide direct funding via the AFFECT program. 

Providing Technical Assistance 

  • We provide technical and procurement expertise to its stakeholders, delivering sufficient information to resolve issues and make informed decisions.  

Tracking Agency Accountability 

  • We provide information and tools to help agencies report annual energy and water consumption and resource management efforts for federal facilities. We also collect and publish agency performance data. 

Developing Accredited Training 

  • We provide live and on-demand training to foster and maintain a high-performance workforce that constructs, operates, and maintains energy-efficient and cost-effective federal facilities. We are accredited by the International Association for Continuing Education and Training (IACET) and awards IACET continuing education units (CEUs) upon the successful completion of select courses. 

Recognizing Successes 

FEMP works with a variety of entities to carry out its mission. 

White House 

  • We work with the White House to support the implementation of Executive Order (E.O.) guidance and compile agency scorecard data. 

Agencies 

  • We track agencies’ annual progress to legislative and E.O. goals while providing technical assistance and project support. 

Congress 

  • We work with Congress to support legislative initiatives and report on agencies’ annual progress. 

Industry 

  • We work with industry to bring private-sector technologies and replicable solutions to the federal space. 

National Labs 

  • We leverage national laboratory expertise to develop training and tools for agency use. 

These efforts have resulted in the federal government achieving a 50% reduction in energy intensity since 1975. By guiding federal agencies to leverage resources and assistance, FEMP has been able to successfully implement replicable, well-designed projects. And there’s no plan to stop — we look forward to continuing our work towards a clean energy future.
