Inspection of the Department of Energy’s Automated Export Control System
The National Defense Authorization Act for Fiscal Year 2000 (NDAA for FY 2000) contained a
provision that not later than March 30 of each year the President will submit to Congress,
beginning in the year 2000 and ending in the year 2007, an annual report on the Government’s
policies and procedures with respect to the export of technologies and technical information with
potential military applications to countries and entities of concern. Under the Act’s provisions,
to assist in this process, annual audits in this area are to be conducted by the Inspectors General
of the Departments of Energy, Commerce, Defense, and State. An interagency working group,
comprised of representatives from the Offices of Inspector General of Energy, Commerce,
Defense, State, and the Treasury, selected automated export control systems as the topic for the
2002 annual audit report.

Progress of the Spallation Neutron Source Project
When completed, the Spallation Neutron Source (SNS) will be the world's foremost
neutron-scattering facility. It will be an important scientific tool for basic research in
materials science, life sciences, chemistry, solid state and nuclear physics, earth and
environmental sciences, and engineering sciences. Approximately 1,000 to 2,000 users
are expected to conduct research at the SNS facility each year. The facility is being built
in Oak Ridge, Tennessee, as a partnership among six of the Department of Energy's
national laboratories. The $1.4 billion project, currently under construction, is scheduled
for completion in June 2006.

Review of Alleged Conflicts of Interest Involving a Legal Services Contract for the Yucca Mountain Project
In September 1999, the Department of Energy awarded a contract to the law firm of
Winston & Strawn in connection with the Yucca Mountain Project (the Yucca legal
contract). Specifically, Winston & Strawn was to assist the Department with a potential
license application to be submitted to the U.S. Nuclear Regulatory Commission in the
event Yucca Mountain is approved as the site for a repository for the nation's high-level
radioactive waste.
