Wildlife Mitigation Program

BPA proposes to purchase approximately 650 acres of private property that border the St. Joe River near Goose Heaven Lake on the Coeur d’Alene Indian Reservation as partial mitigation for fish and wildlife impacts caused by the construction and operation of Albeni Falls hydroelectric project. Title to the land will be transferred to the Coeur d’Alene Tribe for wildlife habitat protection and enhancement. The goal of this project is to protect and restore riparian, wetland, floodplain and river corridor systems to help enhance water quality and in-stream habitat in the St. Joe Watershed.

The National Defense Authorization Act for Fiscal Year 2000 (NDAA for FY 2000) contained a provision that not later than March 30 of each year the President will submit to Congress, beginning in the year 2000 and ending in the year 2007, an annual report on the Government’s policies and procedures with respect to the export of technologies and technical information with potential military applications to countries and entities of concern. Under the Act’s provisions, to assist in this process, annual audits in this area are to be conducted by the Inspectors General of the Departments of Energy, Commerce, Defense, and State. An interagency working group, comprised of representatives from the Offices of Inspector General of Energy, Commerce, Defense, State, and the Treasury, selected automated export control systems as the topic for the 2002 annual audit report.

Environmental Assessment for Presidential Permit Applications for Baja California, Inc. and Sempra Energy Resources

In separate actions, Baja California Power, Inc., and Sempra Energy Resources filed applications with the Office of Fossil Energy of the Department of Energy for Presidential permits to construct, operate, maintain, and cennect electric transmission facilities crossing the international border between the United States and Mexico.
