The DOE has prepared an Environmental Assessment (EA), DOE/EA-1444, to analyze the potential environmental consequences of a major facilities construction effort at the Morgantown, West Virginia, campus of the National Energy Technology Laboratory (NETL). Within the existing NETL site, the DOE would construct a new 3-story office building with 48,000 ft2 of usable office space, sufficient to accommodate approximately 135 employees. Existing parking space lost to the proposed new office building would be replaced by construction of a 3-level parking garage plus the addition of one or more new paved parking areas. Several old trailer buildings on the existing NETL site would be retired and removed from the site. The DOE would also purchase five (5) acres of land adjoining the existing NETL site and would construct upon this land a new 9,200 ft2, 1.5- to 2-story building to provide child-care for a maximum of 142 children. Two residential dwellings on the acquired property would be removed to accommodate the new child-care facility. Within the low-lying part of this land, the DOE would construct a stormwater retention pond. Additionally, the NETL is considering the possibility of moving its employee credit union to the 5-acre parcel.

Transmission System Vegetation Management Program, Spokane Region

The Bonneville Power Administration (BPA) has decided to offer contract terms for integrating power from GNA Energy, LLC, (GNA)—a 300-megawatt (MW) natural-gas-fired, combined- cycle, combustion-turbine power generation project—into the Federal Columbia River Transmission System (FCRTS). This project, the Cliffs Energy Project (CE Project), is 0.5 miles west of the Goldendale Aluminum Company aluminum smelter just off State Route 14 in Klickitat County, Washington. It is one of many proposed generation projects currently being considered for integration into the FCRTS. Power generated at the CE Project will be available for purchase in the wholesale power market.

The Federal Energy Regulatory Commission's Unclassified Cyber Security Program

Like most private sector and government organizations, the Department of Energy has an aggressive program to provide its Federal and contractor personnel with the ability to remotely access a number of unclassified information systems. Such access allows travelers, telecommuters and those who occasionally work off-site to more easily perform businessrelated functions from remote locations. Personnel are able, for example, to retrieve electronic mail, access business or other operational systems and administer systems or networks by using government or privately-owned computer equipment. Generally, remote access to the Department's networks is achieved through dial-in modems or through internet connections. While the benefits of such access are clear, there is a corresponding increase in certain inherent risks, most importantly, the potential for unauthorized access to the Department's information systems. Based on several recent investigative cases relating to attempts to intrude into the Department's systems, we initiated this audit designed to assess the Department's performance in managing the risk associated with remote access to unclassified information systems.
