    The purpose o f this memorandum is t o recommend the treatment of the proposed action and the no action alternatives in site-wide National Environmental Pol icy Act (NEPA) reviews that are prepared for continuing and reasonably foreseeable future actions at Department o f Energy (DOE) sites. DOE prepares site-wide NEPA reviews in accordance with section 1021.331 o f the DOE NEPA Regulations (10 CFR Part 1021, published on April 24, 1992 at 57 F R 15122) to improve and coordinate agency plans, functions, programs, and resource utilization, among other reasons.

    The Department of Energy (DOE) is revising the existing rule at 10 CFR part 1021, titled "Compliance with the National Environmental Policy Act," to incorporate revised provisions of DOE's Guidelines for Implementing the Procedural Provisions of the National Environmental Policy Act (NEPA). DOE is also revoking its existing NEPA guidelines. This rule incorporates changes required by certain policy initiatives instituted by the Secretary of Energy to facilitate participation of the public and affected states in the NEPA process for proposed DOE actions. The rule also includes a revised and expanded list of typical classes of actions, including categorical exclusions. Categorical exclusions are classes of actions that normally do not require the preparation of either an environmental impact statement or an environmental assessment.
