This Record of Decision has been prepared on the proposed disposal of the defueled S1C Prototype reactor plant, located in Windsor, Connecticut, pursuant to Section 102(2) of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4321 et seq.), and in accordance with the Council on Environmental Quality regulations implementing NEPA procedures (40 CFR parts 1500–1508), and Department of Energy regulations implementing NEPA procedures (10 CFR part 1021).
