May 13, 1998The U.S. Department of Energy's Golden Field Office is considering providing financial assistance to the Kotzebue Electric Association to expand its existing wind installation site near Kotzebue, Alaska. Like many rural Alaskan towns, Kotzebue uses diesel-powered generators to produce electricity, the high cost of which is currently subsidized by the Alaskan State government. In an effort to provide a cost effective and clean source of electricity, reduce dependance on diesel fuel, and reduce air pollutants, the DOE is proposing to partially fund the development of an experimental wind installation to test commercially available turbines under Arctic conditions. The results of the testing would provide valuable information to other Alaskan communities that rely solely on diesel-powered generators.Office of NEPA Policy and Compliance

DocumentMay 1, 1998In June 1993, the then Secretary of Energy established a Contract Reform Team to review the Department of Energy’s (DOE) contracting practices and to make recommendations to improve them. The need for contract reform was driven by a recognition that DOE did not have adequate control of its contractors, that contractors were not sufficiently accountable to DOE, and that there was an absence of well-defined performance measures and criteria for DOE contractors.Office of Inspector General
