    Pursuant to Rules 212 and 214 of the Rules of Practice and Procedure, 18 C.F.R. §§ 385.212 and 385.214 (2010), Central Hudson Gas & Electric Corporation, Consolidated Edison Company of New York, Inc., Long Island Power Authority, New York Power Authority, New York State Electric & Gas Corporation, Niagara Mohawk Power Corporation d/b/a National Grid, Orange and Rockland Utilities, Inc., and Rochester Gas and Electric Corporation (referred to herein as the “New York Transmission Owners”), individually and collectively move to intervene in the above-captioned proceeding and request an opportunity to comment on International Transmission Company’s d/b/a/ ITCTransmission (“ITC”) phase-angle regulating transformers operating agreements when those documents are submitted as part of ITC’s request to amend Presidential Permit PP-230-3.
