Welcome to the ESPC Campaign!

The Energy Savings Performance Contracting (ESPC) Campaign engages public sector building owners across the municipal and state governments, universities and colleges, schools, and hospitals (MUSH) market and other market stakeholders to expand and enhance the use of ESPC to achieve significant energy, environmental, and cost savings benefits. 

The goal is for participants to collectively achieve $1 billion in measured and verified savings by 2030.

Through U.S. Department of Energy (DOE) technical assistance, peer knowledge sharing, and recognition, the ESPC Campaign works with partners to:

  • Increase awareness of the benefits of using performance contracting to increase efficiency, modernize public buildings, reduce utility expenses, and meet lead-by-example goals.
  • Share and leverage practical resources to build ESPC knowledge and expand ESPC accessibility across the MUSH market.
  • Amplify and implement best practice approaches for ESPC projects and programs.
  • Demonstrate impact with measured and verified savings.

With ESPC, facility owners can pay for today's facility upgrades with tomorrow's energy savings.

How Can I Get Involved?

The ESPC Campaign provides two partnership pathways: Participants and Supporters. See Partners. Contact us to join by filling in this Expression of Interest form or by emailing ESPCcampaign@hq.doe.gov.

Participants

Public sector agencies and building owners who are seeking to establish or improve an ESPC program or implement an ESPC project are welcome to join the ESPC Campaign as Participants. Participants gain full access to campaign resources and technical assistance, connect with peers, and earn recognition for achievements. Participants have two ways to join:

CAMPAIGN LEADER
Campaign Leaders are State Energy Offices or other agencies and organizations ready to establish, strengthen, and/or expand state specific programs to support public institutions in utilizing ESPC. Campaign Leaders recruit participants to the ESPC Campaign and draw on their unique abilities to work with ESPC Champions to tackle barriers, adopt best practices, meet local requirements, and demonstrate impact.

ESPC CHAMPION
ESPC Champions are state, local, educational, and other public sector organizations that are, or are interested in, implementing an ESPC project. ESPC Champions leverage DOE and Campaign Leader technical assistance, connect with like-minded peers, adopt best practices in their performance contracts, and demonstrate their progress and results to their communities. 

Supporters 

Private sector allies and other market stakeholders (e.g., energy service companies, engineers, consultants, financial institutions, utilities, energy efficiency organizations) ready to promote the goals of the ESPC Campaign and share their expertise with Participants are welcome to join the ESPC Campaign as Supporters. Campaign Supporters gain access to campaign resources, educational and networking opportunities, and receive recognition for their support.
