Mark McIntosh

Mark McIntosh is the acting portfolio federal project director for the East Tennessee Technology Park (ETTP) for the U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (OREM) in Oak Ridge, Tennessee.  In this role, he is responsible for overseeing the completion of cleanup, land transfers, and closure activities at ETTP.

He began this post in March 2025. Previously, he served as a project manager at ETTP. 

Prior to his career with DOE, Mark spent 14 years with the U.S. Army Corps of Engineers (USACE) as a regulatory project manager conducting field oversight, reviewing environmental impacts, issuing various levels of permits, and enforcing compliance.  

He spent two years of that time as the headquarters technical lead and subject matter expert for a Knowledge Management Program that supported 38 Corps districts and over 1,200 regulatory employees.  

Prior to USACE, he spent three years at Tennessee Valley Authority conducting land management, implementing a water quality program, and completing reviews and permitting. 

McIntosh is a certified Level I contract officer’s representative and is working on his Level I federal project director certification.  He holds a bachelor’s degree in wildlife and fisheries management.
