All Federal agencies administering programs subject to Davis-Bacon wage provisions are required to submit to the U.S. Department of Labor a semiannual compliance and enforcement report. In order for DOE to comply with this reporting requirement, it must collect information from Infrastructure Investment and Jobs Act award recipients as well as loan and loan guarantee borrowers, DOE direct recipients, and other prime recipients that administer DOE programs subject to Davis-Bacon requirements.
DOE requires that such entities complete and submit a semiannual report every six months, by April 21 and October 21 of each year.
For those with access, form submittal will be administered through the iBenefits system, its successor system, or another manner of compliance as directed by a recipient’s contracting officer.
If a recipient does not have access to iBenefits or another online system, they may input information via the Semi-Annual Enforcement Report form. Please direct inquiries or issues with the form to DBAenforcementreports@hq.doe.gov.
