The agency headquarters fleet electrification managers, site ZEV champion, site location fleet manager, facility infrastructure manager, and facility energy manager are the primary audiences for this process step.

Before acquiring and deploying zero-emission vehicles (ZEVs) and EVSE, the key fleet electrification stakeholders at the site location should coordinate the availability of resources with the agency headquarters fleet electrification managers and budget personnel. If available resources are insufficient to support the capital and operating costs for the EVSE deployment plans, these key fleet electrification stakeholders will likely need to revise the EVSE designs in Step 10: Complete Site Assessment and Design EVSE or find alternative funding sources. 

Coordinate Funding Availability with Headquarters

In Step 7: Coordinate Site Financial Planning with Headquarters, the agency headquarters fleet electrification managers and site location fleet manager worked together to align initial site electrification planning with agency fleet financial planning. During Step 10: Complete Site Assessment and Design EVSE, the key fleet electrification stakeholders at the site developed detailed EVSE deployment cost estimates based on the EVSE designs.

The agency headquarters and site fleet electrification stakeholders should coordinate the availability of resources to cover the estimated costs for acquisition of ZEVs and the acquisition, installation, and operation of the EVSE. Agencies establish internal controls for the proper oversight and accountability of their fleet program, including requests for vehicle and EVSE acquisition, as well as EVSE installation services. 

It is important to understand that agencies have different organization structures responsible for oversight and budgeting for the acquisition and deployment of ZEVs and EVSE. For example, some agencies have established headquarters offices dedicated to supporting and coordinating fleet electrification efforts, including EVSE installation. It is recommended that fleet electrification stakeholders include all relevant personnel responsible for EVSE coordination, budgeting, and procurement early in the planning process, as discussed in Step 7: Coordinate Site Electrification Financial Planning.
 
If agency leadership determines that available funding is insufficient to support the estimated EVSE costs, the key fleet electrification stakeholders at the site will likely need to revise ZEV acquisition and/or EVSE design and deployment plans or find alternative funding sources. Agency leadership may allow the key fleet electrification stakeholders at the site to resubmit revised EVSE acquisition and deployment requests that support available funding resources.

Secure EVSE Funding

Only after the key fleet electrification stakeholders at the site have secured agency leadership commitment and funding authorization should the fleet location complete ordering ZEVs and begin the design, ordering, and installation of EVSE. Following this commitment and funding authorization, the key fleet electrification stakeholders at the site are ready to work with procurement personnel to request and award contracts for the installation of the EVSE at the fleet location.

As part of the Commitment Ready component of the ZEV Ready designation, the agency headquarters fleet electrification managers and key fleet electrification stakeholders at the site are responsible for coordinating and securing funding to support the estimated costs for the acquisition of ZEVs and the acquisition, installation, and operation of the EVSE.

12. Work with leadership to secure EVSE funding

✔ After completing detailed EVSE designs and deployment cost estimates, the key fleet electrification stakeholders at the site should coordinate with the agency headquarters fleet electrification managers and budget personnel for the availability of funding to cover the estimated costs for acquisition of ZEVs, and acquisition, installation, and operation of the EVSE. Once funding is secured, the key fleet electrification stakeholders at the site should follow agency procedures for requesting and contracting for acquisition of ZEVs and EVSE, including EVSE installation services.

The site ZEV champion, site location fleet manager, and identified key fleet electrification stakeholders should determine the ordering and delivery cycle of ZEVs and EVSE to ensure EVSE are installed before ZEVs arrive at the site, and ensure appropriate funding will be available for operations and maintenance (O&M) to support the EVSE units and pay for network fees, if applicable, in the coming years.
