HALEU Environmental Impact Statement

In accordance with the National Environmental Policy Act (NEPA), the U.S. Department of Energy (DOE) issued a draft Environmental Impact Statement (EIS) to analyze the impacts of the Department's proposed action to acquire high-assay low-enriched uranium (HALEU). The acquired material will be used for commercial use, demonstration projects, and to facilitate the domestic commercialization of HALEU production.  

 

Public Comment Period

DOE invites all interested parties to comment on the draft EIS through April 22, 2024

Written comments received through the mail must be postmarked by April 22, 2024 to ensure consideration. They can be submitted by mail and email to the following addresses:

The comments received will help DOE refine its analysis, identify new information, and consider additional alternatives in preparation of the final EIS. Responses to comments and any associated revisions will be included in the final EIS. 

Public Hearings and Tribal Listening Sessions

DOE plans to host several virtual public hearings and tribal-only listening sessions to explain the process used to develop the draft HALEU EIS and solicit comments that will be incorporated into the final document.

The Department recommends all interested parties pre-register for the virtual sessions below. Pre-registration is not mandatory but does give participants prioritized oral comments in the limited comment period and reminders leading up to the hearings. 

Registration is required to attend the tribal-only listening sessions.

Public Virtual Meetings

DOE is hosting three virtual public hearings to explain the process used to analyze the proposed action and alternatives and gather oral comments and feedback on the draft EIS. The public hearings will be held on April 3, 2024, at 6:00 p.m. ET., 8:00 p.m. ET.  and 10:00 p.m. ET.   

Pre-registration is not required, however, pre-registered attendees will have prioritized oral comments in the limited 50-minute comment period. 

Those who attend as a guest will also be able to provide comments but will be added to the end of the comment queue during the meeting. 

Upon registration, an email containing a unique link to join the meeting will be provided. 

Pre-registration closes at noon (ET) on April 3, 2024. The links to attend as a guest will remain open until the end of the final meeting. 

Recordings will be posted after the events.

Tribal Listening Sessions

DOE is holding two virtual and one in-person Tribal-only listening sessions to give a brief overview of HALEU, explain the process used to analyze the proposed action and alternatives, and gather oral comments and feedback on the draft EIS. 

The Tribal-only virtual listening sessions will be held on April 10, 2024, at 6:00 p.m. ET and April 11, 2024, at 9:00 p.m. ET. 

The in-person listening session will be held on April 16, 2024, in Chandler, AZ at 5:30 p.m. MST

Sessions are open to Tribal Nations and those with Tribal affiliations.  

All attendees must register to attend these tribal-only listening sessions.

DOE issued a Notice of Intent (NOI) in June 2023 to prepare an EIS on DOE’s proposed action to acquire high-assay low-enriched uranium (HALEU) for commercial use or demonstration projects and to facilitate the domestic commercialization of HALEU production.  

 

DOE hosted three virtual scoping meetings in June 2023 to provide information on the NEPA process and proposed action, gather oral comments on the scope of the draft EIS, and enhance opportunities for public participation.
