Duties/Description:
This Bipartisan Infrastructure Law (BIL) position is located in the Carbon Transport and Storage division. The Carbon Transport and Storage division focuses on the infrastructure associated with the safe handling, transport, and geologic storage of carbon dioxide (CO2) as it relates to decarbonization and meeting net-zero targets.
The incumbent will:
- Provide technical and engineering support to several BIL program managers managing the Carbon Capture Technology, Front-End Engineering and Design, CO2 Transportation Infrastructure Finance and Innovation, and Carbon Storage Validation and Testing programs, all of which are either focused on development of CO2 transport or include the development of associated transport infrastructure for geologic storage projects.
- Support program decisions and tracking of planned transport infrastructure, with specific responsibilities on planning, budget, management, and tracking of the program's investments in transport infrastructure.
- Focus on research, development, and demonstration to solve technical issues and research needs associated with carbon transport, such as research and development needed on materials, leak detection, safety, and design of local, regional, and national transport networks.
- Serve as a technical expert, providing sound advice on a broad range of topics to help guide senior leadership decision-making. The incumbent will also support various collaborative activities across government, the private sector, and internationally.
- Serve as technical and programmatic support for Fossil Energy and Carbon Management (FECM) and DOE senior leadership as necessary, ensuring the program is aligned with achieving office and departmental objectives.
Qualifications:
Qualified candidates must demonstrate:
- Knowledge of CO2 transport infrastructures (pipeline, rail, truck, and shipping) to move CO2 from point sources to storage facilities.
- Knowledge of materials, ancillary equipment, design criteria, monitoring technologies, and safety requirements.
- Ability to lead the design of local, regional, and national transport infrastructure and the impacts of variable operations for sources, and balancing storage facilities across a transport and storage system.
- Knowledge of project management principles, methods, and practices to effectively manage or lead engineering projects of significant size, scope, and complexity.
- Knowledge of the laws, regulations, policies and practices of the organization and programs/projects to which assigned sufficient to assure that technical recommendations are consistent with the overarching governance and management framework of the efforts supported.
- Skill in both oral and written communication to develop and present complex engineering information to audiences comprised of technical experts and non-technical persons.
