Duties/Description

This Bipartisan Infrastructure Law (BIL) position is located in the Systems, Economic and Environmental Analysis division. The division provides technical, economic, and policy analysis to support departmental and programmatic priorities and decision-making on key issues that impact carbon management technologies. The division leads strategic planning and analysis efforts within the Office of Carbon Management. It also conducts, reviews, and synthesizes studies and analysis of environmental issues; market and economic conditions and impacts; and policy, regulatory, and financing considerations. Using this analysis capability, the division supports and works with other offices within the Department of Energy (DOE) and other agencies on government- and department- wide initiatives, analytical efforts, and planning exercises. The division also conducts stakeholder outreach and engagement with industry, states, and other groups to ensure the latest data and information is used for DOE analysis. Additionally, the division is responsible for interagency review, including regulatory review, coordination with federal agencies, and coordination with DOE offices.

The incumbent will:

  • Focus on systems analysis, life cycle analysis (LCA), and techno-economic analysis.
  • Develop, implement, and review metrics for tracking progress of BIL projects.
  • Track technical and social impacts from BIL projects.
  • Review engineering information from BIL projects and develop guidance for the techno-economic and LCA representation of carbon management technologies on subsequent market impact analyses.

Qualifications

Qualified candidates must demonstrate:

  • Ability to execute projects or initiatives, under direct supervision, that are broad in scope including scientific and engineering design, development, implementation, and evaluation of complex programs/projects
  • Skill in applying a wide range of professional scientific and engineering theories, concepts, principles, standards, and methods sufficient to determine and/or execute actions for a wide range of assignments involving combinations of complex features.
  • Knowledge of project management principles, methods, and practices to effectively carry out assignments.
  • Skill in oral and written communication to develop and present project information to diverse audiences.
